This was revealed yesterday from a James Cameron interview with 20 Minutes. From Gizmodo:

Speaking with the French news outlet 20 Minutes (via Culture Crave), James Cameron revealed Avatar 3 will introduce a villainous group of Na’vi called the Ash People.

James Cameron: "I want to reveal the Na’vi from another angle because I have only shown their good sides. In the early films, there are very negative human examples and very positive Na’vi examples. In Avatar 3, we’ll do the reverse."

Another article about this news via Murphy's Multiverse.

I think I have seen some form or shape of that article before, via a Youtube video (either from Wameyn/AvatarSeaofBlue or Discovering Pandora)

Now here is the interesting thing: One of the comics, The Next Shadow, details the attempt of Tsu'tey's parents Artsut and Ateyo to get rid of Jake shortly after the battle of the Tree of Souls. I assume it won't be a spoiler to say that they failed in that endeavor. They are exiled and subsequently it is brought up that there are other clans "out there in the ashes" who will not judge exiled people and accept anybody. A clan name is even given: Mangkwan Clan.

I do get the feeling now that Artsut, Ateyo and the Mangkwan clan will play a role in Avatar 3. A clan that accepts exiled Na'vi likely means there are a lot of shady and morally questionable characters in their midst.
